GS-13 Pay Scale 2026: Salary by Step and Locality

A GS-13 earns $90,925 to $118,204 in base pay in 2026, before locality. In Washington-Baltimore that is $121,785 to $158,322. Locality raises every figure by 17.06% to 46.34% depending on where the job sits.
2026 GS-13 pay, all ten steps
The base rate column is OPM’s worldwide General Schedule table. The two locality columns show the extremes of the range so you can see how much the duty station matters: the same GS-13 step 1 is worth $26,623 more in San Francisco than at Rest of U.S.

GS-13 never reaches the Executive Schedule level IV cap of $197,200 that limits locality-adjusted basic pay under 5 U.S.C. § 5304(g)(1). The highest GS-13 cell in the country is $172,980, which leaves the cap about $24,220 away. Capping starts to bite at GS-15, not here.
GS-13 in Washington DC
The Washington-Baltimore-Arlington, DC-MD-VA-WV-PA locality pay area adds 33.94% to base pay in 2026, which puts a GS-13 at $121,785 at step 1 and $158,322 at step 10.
Two things about the DC area catch people out. The first is its size: the area is not just the District. It takes in Montgomery and Prince George’s counties in Maryland, Arlington, Alexandria, Fairfax, Loudoun and Prince William in Virginia, and reaches into West Virginia and Pennsylvania. A job in Martinsburg or Hagerstown draws the same 33.94% as a job on Independence Avenue.
The second is that DC is no longer the top of the table. San Jose-San Francisco at 46.34% and several other West Coast areas now pay more, so a GS-13 who moves from DC to the Bay Area gains $11,275 at step 1 before considering cost of living.

Is GS-13 a senior grade?
GS-13 is the top of the normal specialist ladder. In most professional and administrative series it is where one of two things is true: either you are a non-supervisory technical expert who has reached the ceiling of the work, or you are a first-line supervisor of a team of GS-11s and GS-12s.
That framing matters for applications. A GS-13 announcement is not asking whether you can do GS-12 work well. It is asking for evidence that you already operate at a level where you set technical direction, resolve problems without precedent, or are accountable for other people’s work. Applicants who describe GS-12 duties in GS-12 language get rated as qualified for GS-12.
Above GS-13 the population thins quickly. GS-14 and GS-15 exist, and above them the General Schedule ends: the Senior Executive Service is a separate pay system with its own qualification requirements and its own application format.
How you qualify for GS-13
For most GS-13 positions the requirement is one year of specialized experience at the GS-12 level. There is usually no education substitution at this grade — a degree can substitute for experience at entry grades, but by GS-13 the standard wants demonstrated work.
Two separate tests have to be satisfied and they are frequently confused:
- Qualifications. Do you have a year of experience equivalent to GS-12 in this line of work? This is judged against the announcement’s own specialized experience statement, in the announcement’s own words.
- Time-in-grade. Under 5 CFR § 300.604, a current federal employee must have served 52 weeks in a position no more than one grade lower. This applies to competitive-service promotions and is separate from whether you are qualified.
The practical consequence: a GS-12 with eleven months at grade can be perfectly qualified for GS-13 work and still be ineligible for the promotion. And someone entering from outside federal service has no time-in-grade obligation at all — only the qualification test.
Steps: how long each one takes
Steps are longevity increases, not promotions. Each one adds $3,031 to GS-13 base pay, and 5 CFR § 531.405 fixes the waiting periods by your rate of basic pay relative to the step 4 and step 7 rates rather than by step number:
- Rate below the step 4 rate — 52 calendar weeks of creditable service (so advancing into steps 2, 3 and 4 takes a year each)
- Rate at or above step 4 and below step 7 — 104 calendar weeks (steps 5, 6 and 7)
- Rate at or above the step 7 rate — 156 calendar weeks (steps 8, 9 and 10)
Adding those up gives 936 weeks, or 18 years at the grade to reach step 10 by longevity alone. A within-grade increase also requires that performance be at an acceptable level of competence — it is close to automatic in practice, but it is not unconditional.
This is why the step you are hired at matters so much more than it appears. Coming in at step 1 rather than step 4 is a $9,093 difference in base pay that takes three years to close.
Getting from GS-12 to GS-13
In a two-grade-interval series the GS-12 to GS-13 move is the one promotion that is not close to automatic. GS-9 to GS-11 to GS-12 often runs on a career ladder written into the original position description, so the promotion happens when the time-in-grade clock expires and performance is satisfactory. GS-13 usually is not on that ladder.
That changes what you have to do:
- You compete for an announced GS-13 vacancy rather than being non-competitively promoted into one.
- Your application is rated against the announcement, so your GS-12 experience has to be described in the language the GS-13 announcement uses.
- Being the incumbent doing the work already does not exempt you from evidencing it in the resume. HR rates what is written, not what the office knows.
The most common failure is a resume that reads as a position description. A GS-12 who lists duties gets rated as a GS-12; the one who evidences scope, independence and consequence gets referred for the GS-13.
GS-13 and military rank
GS grades and military ranks are separate pay systems with no statutory conversion between them, and the informal comparisons in circulation disagree with each other because different agency instructions map them differently.
