GS-12 Pay Scale 2026: Salary by Step and Locality

A GS-12 earns $76,463 to $99,404 in base pay in 2026, before locality. In Washington-Baltimore that is $102,415 to $133,142. Locality adds 17.06% to 46.34% depending on where the position sits.

The base column is OPM’s worldwide General Schedule table. The locality columns show the two extremes of the range, so the size of the duty-station effect is visible: the same GS-12 step 1 is worth $22,388 more in San Francisco than at Rest of U.S.

GS-12 in Washington DC

The Washington-Baltimore-Arlington, DC-MD-VA-WV-PA area adds 33.94% in 2026, putting a GS-12 at $102,415 at step 1 and $133,142 at step 10.

The area is much larger than the city. It takes in Montgomery and Prince George’s counties, Arlington, Alexandria, Fairfax, Loudoun and Prince William, and extends into West Virginia and Pennsylvania — so a GS-12 job in Martinsburg draws the same 33.94% as one on Independence Avenue. DC is also no longer the top of the table: San Jose-San Francisco at 46.34% pays a GS-12 $9,481 more at step 1.

GS-12 is where the two-grade ladder ends

This is the single most useful thing to understand about GS-12, and it is stated plainly in OPM’s qualification policies:

“Most two-grade interval occupational series follow a progression pattern of GS-5, GS-7, GS-9, GS-11, GS-12, GS-13, etc., with two-grade intervals occurring from grades GS-5 through GS-11.”

So in a professional or administrative series the grades skip on the way up — 5, 7, 9, 11 — and then stop skipping. GS-11 to GS-12 is the first single-grade move of a federal career, and every move above it is single-grade too.

Two practical consequences follow, and both catch people out:

  • GS-11 is the qualifying level for GS-12, not GS-10. GS-10 barely exists in these series. If an announcement asks for experience equivalent to GS-11, that is the whole test.
  • The pay jump gets smaller while the evidence bar rises. The ladder from GS-9 to GS-11 skips a grade and often runs automatically on a career ladder in the position description. GS-11 to GS-12 is one grade, and by GS-12 the career ladder has usually run out — so the increase is smaller and you may have to compete for it.

For most series GS-12 is the full-performance level: the grade at which the work is expected to be carried independently, with no further promotion built into the position. That framing is what a GS-12 announcement is testing for.

How you qualify for GS-12

One year of specialized experience equivalent to GS-11. There is normally no education substitution at this grade — a degree can substitute at entry grades, but by GS-12 the standard wants demonstrated work.

Two separate tests apply and they are routinely confused:

  • Qualifications. Do you have a year of GS-11-equivalent experience in this line of work? That is judged against the announcement’s own specialized experience statement, in the announcement’s own words.
  • Time-in-grade. Under 5 CFR § 300.604 a current federal employee needs 52 weeks in a position no more than one grade lower. Someone applying from outside federal service has no time-in-grade obligation at all.

Steps: how long each one takes

Steps are longevity increases, not promotions. Each adds $2,549 to GS-12 base pay. The waiting periods in 5 CFR § 531.405 are keyed to your current rate rather than to a step number:

  • Rate below GS-12 step 4 ($84,110) — 52 calendar weeks of creditable service
  • Rate at or above step 4 and below step 7 ($91,757) — 104 calendar weeks
  • Rate at or above step 7 — 156 calendar weeks

In practice that means 52 weeks each to reach steps 2, 3 and 4; 104 weeks each to reach steps 5, 6 and 7; and 156 weeks each to reach steps 8, 9 and 10 — 936 weeks, or 18 years at the grade to reach step 10 by longevity alone. A within-grade increase also requires performance at an acceptable level of competence; close to automatic in practice, but not unconditional.

Employees without a scheduled tour of duty follow a different schedule in § 531.405(a)(2) — 260 days of creditable service in a pay status over not less than 52 calendar weeks for the first band, and so on.

This is why the step you are hired at matters more than it appears: starting at step 1 rather than step 4 is $7,647 of base pay that takes three years to close.

Why GS-12 is never capped

Locality-adjusted basic pay is limited to Executive Schedule level IV — $197,200 in 2026 — under 5 U.S.C. § 5304(g)(1). Checking all ten GS-12 steps against all 58 locality areas, not one of the 580 cells reaches it. The highest GS-12 cell in the country is $145,468, which is $51,732 below the cap.

The cap first appears at GS-14, and only in San Jose-San Francisco at steps 9 and 10. It becomes widespread at GS-15. At GS-12 you can read the locality table straight off without checking for a ceiling.
